Key Findings
This study argues that minimum parking requirements in zoning ordinances create a self-perpetuating cycle in which increasing the supply of parking leads to increased demand. Plentiful parking encourages people to buy more cars, and more cars lead cities to require even more parking spaces. Such ordinances are not needed, since they only increase the parking supply beyond what the market will provide of its own accord. The paper concludes that planners shoudl focus more on parking quality (mitigating negative impacts and improving aesthetics) and less on parking quantity.
