Key Findings
This study surveys existing research and concludes that eliminating parking minimums offers several benefits to cities - reducing car dependence, lowering construction and housing costs, and simplifying the approval and development process. It can be an effective strategy with minimal negative impacts. However, eliminating parking minimums does not always have a drastic or immediate effect on the amount of parking built in a city. Cities need other supplementary and complementary regulations, like parking maximums and design requirements, to function as both incentives and disincentives. In addition, cities need a “coalition” approach to involve advocacy groups as well as elected officials, and they need a coordinated approach to provide alternatives to ease parking demand.
