Key Findings
The report finds that Opportunity Zones are helping spur the evolution of a new community development ecosystem, engaging both project developers and investors who have limited historical engagement in community development work. However, many projects are still struggling to access capital. The report makes recommendations including: 1) Better support investment in smal businesses within the zones; 2) Size the incentive based on the impact; 3) Broaden who can invest; 4) Support mission-driven funds that are accountable to the community.
